Bakırköy City Hall

Context and Design Approach 
Municipality buildings, by their very nature, need to be embedded within the city’s interaction area. Moving this interaction zone for various reasons brings along significant actors in the area. Democratic and participatory governance should begin with local governments, and modern municipal buildings should be designed as open, transparent, and vibrant spaces that integrate with city dwellers. This project aims to create an arrangement that makes the city feel like home within its specific part of the city. The project site is utilized in a way that maximizes its potential and establishes a strong relationship with its surroundings.

Site Location and Integration 
The Bakırköy Municipality Service Building proposal is situated around an urban axis extending along İsmail Erez Boulevard on the east-west axis and the axes connected to Çolak İbrahim Street on the south-north axis. Protocol and public entrances are provided from the municipality square along İsmail Erez Boulevard. From the direction of Çolak İbrahim Street, access is granted to the Assembly Building, public entrances of the Municipality Building, and the conference and multi-purpose hall.

Design Features
Entrances and Atriums: The building features two main entrances designed at separate points, offering direct access to two atriums where municipal functions are distributed. These atriums are directly connected on the upper floors of the municipality building, enhancing internal circulation and connectivity.

Topography Consideration: The sloping topography of the site is utilized by organizing the building on three different elevations. This design allows for seamless connections to the municipal building and social areas from all three levels.

Social and Public Spaces: The conference hall and multi-purpose hall, considered the social face of the municipality, are strategically located at the intersection of İskender Iğdır Park and the city square. These halls are intended to serve as living spaces beyond municipal use, promoting social interaction and community engagement.

Overall Design Philosophy The project is driven by the vision of creating a municipal building that is open, transparent, and integrated with its urban environment. By leveraging the unique topography and strategic location, the design aims to foster a sense of belonging and participation among city dwellers, ensuring the building serves as a dynamic and accessible hub for the community.
